Where do I start lol .

She is trying to move something from her downloads on to a USB stick but keeps getting this error message :copy operation failed the file could not be modified.

Her USB still has 7GB available and the chrome book is all up today and has no updates.

Can anyone help as I know nothing about chromebooks lol

Some (especially Sandisk) come with multiple partitions and even have proprietary software on them. They just need to be properly erased and formatted before use.

Follow these steps:

Insert the USB drive into your Chromebook
Open the Recovery app
Click on the little gray cog icon
Select "Erase recovery media"
When that finishes (it just takes a few seconds), open the Files app.
In the left column, you should see the USB drive.
Right-click on it and select "Format device"
That will take a bit of time depending on the size of the drive
Once the formatting completes, it should be able to be used in the Chromebook and other devices.
