100% you sure about that? Notice how it's perfectly ok to upload menus and tools here but not games or dlc. If you couldn't sell a console with a mod menu then you couldn't sell a console with xex menu, dashlaunch, Aurora, etc. Preloaded games are piracy, menus are different.
