From the parts list and budget alone though, I'd honestly be aiming to fit something better than an RX 580 in there.

I definitely wouldn't bother with an R7 1700 any more. I personally would be aiming for Ryzen 3000 for the IPC increase over 1st and 2nd gen, so an R5 3600 or 3600x is a solid shout IMO. That said, if you're going to benefit from more than 6C/12T, then an R7 2700(x) is also a good option since Ryzen 2000 is silly cheap right now.

I'd probably stick with a nice B450 motherboard with a more mid ranged CPU though, especially to fit a better GPU within budget. If you are interested in an X570 motherboard for whatever reason though, I'd be looking at the Asus X570 TUF- most of the cheaper X570 boards aren't that great, but the X570 TUF has the same VRM set-up as the $300-350 Strix X570 boards, so it's a solid buy if you're gonna go X570. Either way, definitely don't bother buying a shitty A320 motherboard.

For RAM, spend the extra $25 for the RGB stuff if you like, or go for some higher speed RAM. A 3200MHz kit would actually be the best choice IMO, since most 3200MHz kits shouldn't have much issue(if any) running at that speed on a B450 mobo with Ryzen 3000. With a 3000MHz kit, you'll be running at 2933MHz which can hurt performance a little, but shouldn't be too bad- anything less than 2933MHz is kind of a no-no with Ryzen IMO since that's when it will really start to hinder your performance. The 3600MHz kits are still a bit pricey IMO, and don't really offer enough of an improvement, but a 3600MHz kit is probably your 'best' option with Ryzen 3000 to be fair.

Case and PSU are up to you. 450W is sufficient, so I like the Gold rated Seasonic unit, but the grey label Corsair CXM units are good quality, so if you'd rather spend the extra $5 and get the CX550M, it's a fine choice too. The NR600 is a great value case, and is my favourite(currently) in it's price range, but you have plenty of other options if the NR600 doesn't take your fancy. I would avoid those cheaper MasterBox cases from CM though, they were cranking out tons of those changing small things very slightly with each revision so there are a bunch of higher end MasterBox/MasterCase units that are actually pretty good, but most of the cheaper ones are absolute trash.

With these changes, I've managed to up the RX 580 to a GTX 1660Ti which will be a fairly nice improvement since the 1660Ti is about on par with a GTX 1070Ti/Vega 56. If it's a bit too expensive, then you can save some cash and grab yourself a GTX 1660. It'll still be better than the RX 580. However, if you go for a GTX 1660, I would definitely recommend overclocking it, at least the VRAM since it uses GDDR5 and that can really hinder the cards performance.
