Got this build made for me could i upgrade the graphics card to GeForce RTX 2060 do i have to get better cpu if so which one and if i add a optical drive could i still get the same psu if upgrade GPU also just worrying about psu

Not only have we both helped you, but like 21 said you've jumped your price tag.. Make a choice, and considering the last post you stated you were already if not had purchased all the parts.
There's no need for a better GPU or CPU. Let alone an optical drive... Do you even know what that is? It's for CDs. When was the last time you SAW a CD? The last time I saw one was Windows 7 Release... Your PSU isn't modular, I would suggest changing it to one that is fully modular at the least.
