What quests does he have done? For stats its not really worth 100$ probably 60$ at most. Mabe 80-90 if he has major quests done (Monkey madness 2, Dragon slayer 2) Which looking at the stats is unlikely.

I bought a decent account while back with tons of 99's (like 7 or 8) for $80

Not trying to brag, just saying theres always a good deal around somewhere.
