So along time ago when my xbox gamertag got banned i deactivated the account but i was wondering if someone get on the account or use the gamertag to change the name or something that will make the name available.

The ban itself is issued to the gamertag, not just the account so this would not be possible unfortunately. This gamertag will never be available to anyone! Once a gamertag has been banned, it will remain banned for all eternity

It's not possible to get a gamertag using a Jtag or Rgh, trust me I have tried. Back when zune was a thing I would say yes, but that's unfortunately long gone.

What about when gamertags got reset a couple of years ago? Would that still apply to that scenario?

No it would not apply to the scenario, If microsoft decide that "blank" is reset it is available to everyone. Just make sure you are the first to acquire it.

If you deactivated the account and didn't keep track of when you did, then chances are the gamertags gone. If you still have the gamertag BANNED, you can get it back by closing the microsoft account and paying someone a fee to auto-claim it for you. This is risky because there's hundreds of different autoclaimers targeting multiple gamertags so you never know who will claim what. It's all about speed.
