Is there a way I can stream Xbox Games to twitch from my PC without a Capture Device?

You could stream your Xbox via the Xbox Console Companion but I believe you would need a separate monitor for this, you could then stream the application via OBS or whatever software.

When I try to do that it doesn't say i'm live. It also doesn't show the stream on obs.

Are you able to do that? I only know of streaming your xbox to twitch, no obs.
