I want a pc that can game at max settings, stream easily, and good for big art projects.

My budget is 2500 to 3000 dollars

I have a monitor that is 1440p 144hz l, I have a keyboard and mouse. All I really need is a good pc.

This will give you everything you're looking for, and then some. Buy Windows 10 from ebay for like $5, which is what I did, and get a cooling system if you want but AMD's cpu cooler does the job just fine.

I've heard that some of their newer stuff is better but I'm intel all the way just because its all I've ever owned.

The Intel equivalent, i9-9900k, performs almost identically to the AMD for gaming. But, the ryzen has more cores and threads giving you an advantage for streaming, AND better performance for art projects(workstation performance). That is why I went with the AMD instead of the i9 for this scenario. Also, the i9 is more expensive, and doesn't come with a cooler.
