there isn't a point in getting a 240hz monitor if you can't achieve the fps especially streaming, you'd want to be looking at a 2080 super.

or look into dual pc streaming

Why?

Rock wrote Fractual cooling for graphics and cpu

Fractual cooling?

Going with all of your 'requirements' other than "Fractual cooling" and used a 1440p165Hz monitor instead of 1080p240Hz;
PCPartPicker Part List

CPU: AMD Ryzen 9 3950X 3.5 GHz 16-Core Processor ($722.40 @ Amazon)
CPU Cooler: be quiet! Dark Rock Pro 4 50.5 CFM CPU Cooler ($89.90 @ B&H)
Motherboard: Asus ROG Strix X570-F Gaming ATX AM4 Motherboard ($288.99 @ Newegg)
Memory: Corsair Vengeance RGB Pro 32 GB (2 x 16 GB) DDR4-3600 Memory ($179.99 @ Newegg)
Storage: Sabrent Rocket Q 1 TB M.2-2280 NVME Solid State Drive ($129.97 @ Amazon)
Storage: Seagate Barracuda Compute 2 TB 3.5" 7200RPM Internal Hard Drive ($50.99 @ Amazon)
Video Card: MSI GeForce RTX 2070 8 GB VENTUS GP Video Card ($409.99 @ B&H)
Case: Phanteks Eclipse P400A ATX Mid Tower Case ($74.98 @ Amazon)
Power Supply: Cooler Master MWE Gold 650 W 80+ Gold Certified Fully Modular ATX Power Supply ($99.99 @ Best Buy)
Monitor: MSI Optix MAG272QR 27.0" 2560x1440 165 Hz Monitor ($349.00 @ B&H)
Total: $2396.20

This also doesn't technically have the "best" Ryzen CPU. Good luck getting ThreadRipper within your budget though. It also likely makes sense, as I'm sure even the 3950x is ridiculously overkill.
