If you open the exception message it will give more detail on the error. Look where it says "Loaded Assemblies" and see if JRPC and XDevKit are there. |

I'm 99% sure uninstalling and re installing Xbox 360 neighborhood, maybe from a different link than your original, would fix your issue. If not the only other thing I can think of is either you're not extracting the files from the .rar or .zip archive or not launching them within their original directories that include the dependency files. It's not loading the .dll's like JRPC.dll and XDevKit.dll, so if neighborhood is working enough to explore your console then either it's missing files or the tools are missing files because it's not finding them when trying to load them. It'll happen if you try to launch the tool's .exe outside of it's main directory, but it could also be a bad neighborhood install. |

I am guessing it is a framework issue as he is on windows XP he won't have the one that is required for the tools to work.
