Hello, I'm currently in a terminal download loop.

I've downloaded the files and put it on my RGH via USB and still says I need to download it.

I tried downloading from the store, it fully downloads and it still doesn't register.

You need to unlock them with XM360

Easiest most simple fix to this. No downloading needed. Just add live to your account then Download it.
