I will not link a direct link to the ROM download because it goes against TTG rules, but I left a source which you can find a link somewhere. I also added screenshots to make it easier for anyone to download and play.

Download GoldenEye 007 XBLA Retail ROM file.
Download the Xenia Xbox 360 emulator. (click on master and it will start downloading)
Unzip the Xenia folder.

Unzip GoldenEye 007 XBLA Retail folder.

Run Xenia

Click File in the top bar menu
Click Open

Load \Bean\default.xex to play GoldenEye 007

Thanks for dropping that information, really helps new users.
This is in the .nfo file that comes with the files but in case you want it this is to enable the menu on xbox
82189F2B : 00 for debug mode [LB]


I made a trainer for it too but I'm on my way to watch the game. With the trainer you'll still be able to unlock achievements but you don't with the debug menu because it's similar to activating cheats from the main menu.
