just wondering if there is a way to mod ps4/ps5 save without save wizard and if not is some 1 willing to mod a save for me or sell me there old save wizard

Depending on the save type. You could use hex editor or workshop if you know the values of the items you want to mod

I believe there was a GTA V program that was able to mod GTA V saves only without Save wizard.

You need Keys to decrypt ps4 files.
It's not simple.
