Your best bet right now would buy a used PC off ebay or facebook marketplace. GPU's are crazy in price rn

RTX 3070 is $500 MSRP and 3070Ti is $600 MSRP, but pricing/availability is atrocious right now. I wouldn't pay $800+ for one, but if you can get one for ~$700 then it might be worth it.
If you get one for MSRP, then you can add an HDD and aftermarket CPU cooler to the system. Otherwise, HDD and cooler are easily added/upgraded later.

As for monitor, probably best using what you have for now and adding a 2nd later, I'd aim for 4k60Hz or 1440p144Hz with this kind of system.
Alternatively, RTX 3060 MSRP is $330 and 3060Ti is $400 MSRP. If you could manage to get either of those for MSRP, then you could add a monitor within budget since 1440p144Hz and 4k60Hz monitors are both around $300. Although obviously you take a hit on GPU performance.
