Start with CPU architecture and build off that. Intel or AMD?
Then find a CPU you are okay with after researching.
Mobo is based off of socket size and CPU version scheme (Like Intel 12th Gen & Ryzen 9)
RAM is to be matched with the speeds and version supported by CPU; speed denoted in MHz and versions DDR4 & DDR5
Then the rest can be preference. Though your PSU should be given some overhead pcpartpicker will tell you if your PSU is good or there are calculators on the webs.
A common rule of thumb is to spend the same amount of money on CPU and GPU; well before the pandemic but... yeah.

Just make sure your mobo is good enough for your needs- onboard wifi, enough USB ports, integrated audio card, speed of the ethernet, and maybe an extra PCI Express slots or two so you can add expansions if you need more IO.

Size of your mobo will correlate, roughly, with the size of your case with most cases accepting boards of various sizes. A full size tower is massive FYI- you can start with a case and then go down the list so you don't have to start over when you find a case you like but maybe couldn't use for your build in the end.
