Right now I have a Processor Intel(R) Core(TM) i3-8100 CPU @ 3.60GHz, 3600 Mhz, 4 Core(s), 4 Logical Processor(s)
on a microstar ms-7b24 motherboard 16gb ram
rx 570 8gb gpu

which should I upgrade? the GPU or the CPU? and to which would an 8th or 9th gen i5 8400? be good? or would getting a gpu be better and if so which gpu thats in a budgetable price range.

I'd recommend upgrading both.

Ryzen i5 is good

And for the GPU I'd recommend the GeForce 1650 Super

I can only upgrade 1 at the moment. which would you suggest doing? I have about $250 $300 to spend right now. [Minimum post requirement for links] someone on another forum suggested this? and for gpu how much of an upgrade is the rx580 from the 570?

Ryzen i5? my motherboard can only use 8th or 9th gen intel.

Why exactly are you looking to upgrade?
What does your computer not currently do(or not do well enough) that you want it to?
What resolution and refresh rate is your monitor?

Honestly, with the state of the market currently, I'd set that $250-300 aside until you have some more money and then just upgrade more parts at the one time, rather than just upgrading one part right now.
Unless there's some specific reason you need/want an upgrade.
