You can't really go wrong with a 13700K and 4070Ti.

I recommended the 280mm AIO because it had the best compatibility with the case I recommended. You won't fit a 360mm AIO in the normal Fractal Pop Air, only the XL version will fit a 360mm AIO. The Corsair 4000X should support the 360mm AIO though, at least according to its spec sheet, so you can go with the 360mm version if you want. The 280mm will definitely be enough to do the job though, it's not going to have any issue cooling a 13700K unless your case is completely starved of airflow for some reason.
If you've got the money and space for the 360mm though, why not just go for it lol
