Have you tried tweaking the game graphics settings yet? Lowering them to see if it fixes any of the issues that you have?

It sounds like you need to try turning v-sync off and see what happens. If nothing, lower graphics quality or your fps cap.

Have you checked to see if the monitor is in "gaming mode"? Apparently some monitors have that.
