I have a 3060 GTX with a AMD Ryzen 9 processor and a ROG Strix motherboard and a complete water cooled case and 1000w power supply, 32gb of ram and 6tb m.2 storage plus case. I have put about $2800 on my pc alone and have probably put about $400 into upgrading some small stuff.

But you can definitely go budget and still have quality you just may have to sacrifice other things to obtain that for the budget at hand.

That is entirely inaccurate. You absolutely do not need to spend $1500 on a system.

This will be more than capable of comfortably playing games at 1080p144Hz. You won't be maxing out settings or anything, but you're not buying a high end system. There's a little room for changes to this system, if you don't like the case or want additional RAM/storage, or something.

Give me that info and I can give you a more personalised list for him, but what I've posted above is at least a good base to start from and maybe tweak as necessary.
