have you tried a different monitor and different HDMI cable? Sounds like it's something with your GPU

if you had the same issue with a different monitor and cable then your problem is your GPU.

Could your system be underpowered? I had this same problem and figured out after upgrading my CPU and GPU that my PC was almost maxing out my PSU and had to upgrade that fixed my problem.
