try remove your dlc except nuketown as most players may not the other map packs/dlc then try forcehosting (you can also just move it to a usb stick)

Try removing all off-host and extra plugins, and set force host using Matrix menu or something simple like a RTE tool and see if they can connect, also what stealth are you using?
