Hi I am looking to replace my pc for a high end one that can cope with the following things in order of priority:

- play live video from Internet in up to 4k quality to my 55 inch qled samsung tv. No slow down or jerkiness.
- download movies in 4k to store locally and replay in 4k on the TV.
- use as a gaming pc linked to the TV in 4k.
- perform smooth video editing using software.
- Internet browsing and playback including music and video to the TV and sound bar.
- regular file management and ms office work probably just to the TV screen.
- link in quickly to some sort of cloud based storage.

I have fast fibre optic about 60mbps so I guess this should be enough for the above? Or can I get away with less? I also have sky q connecting to it and the TV. I have 4k chromecast I intended to use to cast from the pc or is hdmi wire still best?

What's the ideal spec I need to look at for this pc and is there somewhere that makes it easier to pick all the components and builds them of I can just put them together myself if cheaper?

£1000-2000 and I don't think I need a monitor as will just use my TV. Would like to get rid of current pc monitor and desk to free up space in the room.

This is in the higher end range of your pricing.

Reasoning for the following -

1080 might not be sufficient for gaming in 4k, although will run movies and other less intensive games in 4k, could ran ANY game with good fps in FHD.

4TB HD for the movies you plan to download

250 GB Boot M.2 for Quick loading and playback of movies and games.

I went cheap on the case, and the CPU Cooler. If you plan on gaming in 4k you might need to go with a bit more money and improve upon the GPU possibly to a SLI of the same, or a single 2080

A high quality HDMI cable. Yes, there is a difference in the components inside come cables. Also, take the shortest route of cable to the tv as possible.

It sounds like you just want a living room PC to use from your couch?

It would be useful to know what the refresh rate of your TV is(some are locked to 50Hz, or even 30Hz), as well as what games you'll be playing. This will directly affect which GPU you should buy, as you could get away with something like an RX 580 potentially, or you might want to look at a 1080Ti or Turing.

I'd probably get something like this;

with whatever capacity HDD you require and whichever GPU is appropriate for you. Small form factor case, but not too ugly so should fit in well next to your TV somewhere. Could get the case with a side window if you want. You could also use the stock cooler with the CPU instead of buying the Cryorig one if you want, but the Cryorig H7 would be a nice improvement over stock cooler.
