I've surpassed tier 200 (I'm on like 240+) & I've yet to see the GKS & or the ICR variant in the create-a-class.

Any solutions on getting what I've "unlocked"?

Go to create a class, click the primary slot, go to gun, press up to go to the variant, click on the variant.
