I would go with a RTX 2060, better than the 1070, as good as the 1070 Ti and cheaper.

GTX 1070Ti is better than the GTX 1070, but I wouldn't get a blower style cooler unless you have an ITX system. Also, $400+ is too much for either GPU at this point.

In my opinion, 1070ti's aren't worth it. It's not that much better then the 1070 and it's a good amount more. You can either just buy a 1080 or overclock your 1070.
