What monitor(s) are you using?
What do you use your system for?
Why are you upgrading?
What CPU, Mobo, and RAM do you currently have?
What are the rest of your system specs, including make and model of case and PSU?

If you're going to go Intel, you might as well get a 9600k since it costs the same as an 8600k anyway. An unlocked i5 with a decent motherboard and 16GB RAM is already going to be over your budget though, before even taking a cooler into consideration.

£250 for the i5, about £90-100 for 16GB DDR4, and £100 minimum for a poor motherboard. So yeah, you'd be right about on budget with the cheapest 16GB DDR4 you can find and a budget motherboard. Then you'll have to buy an aftermarket cooler though like I said, which will absolutely put you over budget.
