This is my sisters iPad but she can't remember any of her details, I understand if this isn't allowed.

Any possible way on 10.3.3?

Are you speaking of an activation lock? If so you'll need a proof of purchase for that. Otherwise I'm not familiar with a bypass to the OS on getting past a password.
