My psn account has been stolen and i only noticed it as of a month ago, the person that stole it has changed the sign in id and the password but i still have the social club for it as its a gta account that is modded. I would like to know if there is anything that i can do about it as i have the dob and the past email that was used on the account but dont have the og email. Is there anyway that i can delete the gta character so that they cant use it but i dont know how to if i cant get on the account to go on gta.
Any useful information would be of help.

If I were you I'd call psn support and try to get this resolved into possibly locking the account itself. If you offer them enough proof you are the owner maybe they'll help work with you. But in this case you'll just be forever fighting over this account against the other person.
