What is your budget and currency? $500 - $1000
Do you need a monitor? No
Do you need a keyboard? No
Do you need a mouse? No
Do you need an operating system? Windows 10
What will you use the PC for? Gaming, Stream Sometimes, Use Oculus Rift / VR in the Future [ GPU Upgrade Friendly Preferred ]

Games: Dota 2 , CSGO , PUBG , Apex

Software: Other than games i use Chrome just to surf the web or do school related work.

Aesthetics: Prefer Solid White Case / LED

Details: 120 SSDGB At least . Minimum of 500GB - 1TB of storage. No Dvd/Cd drive needed. I'd love to have a 16GB RAM

Extra Question:
My uncle gave me a really old potato PC it's called [ OptiPlex 980 ] by Dell and I think this was back in 2011 and Is it still possible to upgrade something to make it at least Decent? $100 - $200 Budget for a Ram or Low End GPU?

CPU: i5 650 *Planning to buy maybe GT 730 on Ebay*
RAM: 4GB
Most likely will play mid-range games: Freestyle 2 / Dota 2

No, not worth investing any more money in that. GT 730 isn't even worth buying. Best option is to re-use any storage from this old system in a new build.

There's a fairly substantial difference between $500, and $1000 so I'm just assuming $1000 is your price ceiling.

PCPartPicker part list / Price breakdown by merchant

CPU: AMD - Ryzen 5 2600 3.4 GHz 6-Core Processor ($154.99 @ Amazon)
Motherboard: MSI - B450 TOMAHAWK ATX AM4 Motherboard ($114.99 @ B&H)
Memory: Team - Vulcan 16 GB (2 x 8 GB) DDR4-3000 Memory ($89.99 @ Newegg)
Storage: Samsung - 860 Evo 500 GB 2.5" Solid State Drive ($77.99 @ Amazon)
Storage: Seagate - Barracuda 2 TB 3.5" 7200RPM Internal Hard Drive ($59.89 @ OutletPC)
Video Card: MSI - GeForce RTX 2060 6 GB VENTUS OC Video Card ($359.99 @ B&H)
Case: NZXT - H500 (White) ATX Mid Tower Case ($71.99 @ Amazon)
Power Supply: Corsair - CXM 550 W 80+ Bronze Certified Semi-Modular ATX Power Supply ($59.99 @ Amazon)
Total: $989.82

Could drop the 2TB HDD to get an aftermarket cooler for the CPU if you want. Stock cooler with the R5 2600 is fine if you're not overclocking though, and it's easy enough to upgrade cooler later if you decide you want to later on. Could save $70 with a GTX 1660Ti instead of the RTX 2060 - depends what resolution(and refresh rate) you're playing at though really.

Thank you so much for your help! I'd really love to squeeze out performance everything I can on every penny I'll spend.

So, what can I do on that OLD PC? Just recycle whatever parts I can then rebuild a new pc ? It's just for my 12 y/o brother doe, so he's just playing low end PC games.

You can do what you want with it.. use it if you want, but it's not worth investing any more money in to. So yeah, like I said, I would just salvage the HDD's from the old computer if they're worth re-using.

A pre-built is pre-built. The system is already put together when you buy it.

You can customize your Pc however you like and it makes you feel so much better if you build ur own. Plus overall it's cheaper by a substantial amount of money to build your own.
