If you're using a disc then the way to fix it is to put the disc in and out quickly in order to trick your Xbox One into installing from the internet and not your disc. I think I put in the disc then ejected before it started installing off the disc and when it ejected it started downloading off Xbox Live. I did this by accident and it worked after months of trying to find a fix, it's the only way that works if your on disc as there's no way to install from the xbox store.
