To start I am aware cheat engine offers tables but not everyone wants to download CE. So basically I am going to start working with CE and I am wondering if someone can tell me if there is a base format for menus in all games or is it different? I'm looking for a base not the actual functions

With Cheat Engine, you can essentially export the table into an executable which is what most trainers are.
