What is your budget and currency? 300-400 GBP
What will you use the PC for? Gaming and general use
Do you need a monitor? If not, what monitor(s) will you be using? BenQ 4K
Do you need a keyboard, mouse, or other peripherals? No
Do you need an operating system? Yes - Windows 10
Will you overclock? No
Anything else we should know? Little leeway in the budget

Are you comfortable buying used? That would really help.
Also, what games will you be playing at 4k? That's a tight budget if you're planning on playing AAA titles.

This is the minimum kind of specs I'd be looking at;

If you buy used parts, you'd be able to get something similar for ~£250 easily.

That should leave you £80-150 for a GPU. If you're lucky, you'll find a GTX 1070 for 150 quid but more likely, a 980Ti. For £80, you're looking at an RX 470/570. If you're buying new, RX 570 is the lowest end GPU worth buying, and those are about £120 new.
