My mate is getting rid of a GTX 1660 6GB galax super
And said he would swap my GTX 1060 6GB plus $130 AUD cash his way

Is it worth the upgrade and $130 or is there not much difference in cards

I wouldn't be paying $130AUD his way, that's for sure.
$75ish AUD, maybe $100 but I definitely wouldn't feel comfortable paying more than $100AUD, and even then it would only be if you really want/need the upgrade(which you likely don't if you're still playing at 1080p or lesser).

A used 6GB 1060 should be in the $150-200 range, probably closer to $200AUD though I don't know the Aus market too well personally, so I can't be 100% sure.
A used GTX 1660 should be under $300AUD.

The 1660 can perform on par with a GTX 1070. However, the 1660 uses GDDR5(instead of GDDR6 on the higher end GTX 1600/RTX cards. The GDDR5 on the vanilla 1660 can really hold it back, to the point where it can be as slow as a 6GB GTX 1060.
It depends entirely on the game, but just overclocking the memory on the 1660 should alleviate any issues with that, in which case it should perform similarly to a GTX 1070 for the most part.
