No Xbox one isn't modifiable however you can go onto Xbox 360 and go into a modded lobby and then go onto mw2 on Xbox one and the data should transfer over might take a few days but should work.

It's backwards compatible so you can join modded lobbies from the Xbox one. The hoster obviously needs to be on 360 but the client can be on the one.
