So I normally play on xbox i have played the 10 hour trial on xbox and got a team and stuff

If I buy the game can I log into the same EA account and carry on the same team and stuff on steam?

Nope it will be a new ultimate team on PC. I have both an xbox account and PC on the same EA account.
