What is your budget and currency? 500-600 GBP

This is what i came up with. Its a bit above your price range but GPUs are in high demand right now. I'd have a hard time recommending anything less than a GTX 1070

Also with the mentioned monitor , you really dont need to worry about the higher end GPUS because you're not gonna see anything above 60-75fps and your max display resolution will be 1920x1080p

You'll still need a GPU, but you won't be buying one new unfortunately. No stock of anything, especially nothing below 150 quid.
So, your best bet is to look at the used market. You should be able to get the system above for £500-600 with a used RX 480/580 or 6GB GTX 1060 in there.
480/580 and 6GB 1060 will perform about on par with a 1650 Super, so you'll have an alright little 1080p system.

I would typically recommend Ryzen over Intel, but unfortunately there also seems to be no stock of any good, lower end Ryzen CPU's, so an i5-10400F will have to do. The i5 will perform about on par with an R5 3600 but i5 is now a good bit cheaper, you just somewhat limit your upgradability with Intel vs Ryzen.
