I'm literally brand new to PC gaming and the whole building part, I have a friend that can help and he said don't try and save money because you'll regret it in the long run, I have a 144hz monitor already, a Keyboard and Mouse however I'll play Controller so I was wondering if someone could build me something for around £400-£600. I don't have anything specific just thought I'd ask!

Unfortunately, probably not happening right now. CPU/GPU market is screwed right now, and even the used market isn't really going to save you anymore. You may be able to get a CPU(probably not the one you'd want though), but you'll definitely have a hard(impossible?) time finding any sort of GPU to fit within your budget, never mind an actually decent GPU.

I have nothing to do with the post but what's going on with the market? It all covid related?

I guess so, but I'm honestly not even sure. Supply was pretty fine a year ago when COVID lockdowns first started happening so I'm not sure how demand is only now exceeding supply, but I guess that's how it is

A lot of times it comes down to the logistics. These companies always have a lot of stock. It takes a lot of time to sell through it. Thats why there is often a lag for shortages. Couple that with the new spike in mining. Honestly I assume this shortage is more mining related though. Admittedly the last part is more speculation than anything. I've just seen that miners picking up the 3000 series crads.

I know, but my point is that before COVID started last year, TSMC were very vocal about how great yields were for 7nm, but now they're struggling for stock?
So, AMD/NVidia and other companies are claiming that supply is as good as ever, just that demand is up tenfold over normal years.

If it was just mining, I don't think it would be anywhere near this bad. It's probably a perfect storm of COVID demand ramping up for new tech, and miners trying to grab what they can, but I couldn't say for sure.
