Cant pay via PayPal this way, but can by card straight to steam as they enforce same region on paypal transactions
Can even buy argentina gift cards for the account and redeem the balance to buy the game if you cannot buy due to payment method issue.
My steam is some random region but have been able to buy games via my card straight.

To change the region, you need a card registered to that region. That's how it works now.

I have a Turkish Steam account as I've got Turkish friends who bought some game for like $1 using their card and it changed my region.
