So by accounts being "bound" means it won't be stolen or recovered by previous owners ever?

yes. all account will be bound to your email. All accounts i own, and cannot be recovered. I do not use accounts with previous phone lock or anything of that nature. all the accounts i have also had in my inventory for ahwile now.
