Depending on the platform, players have been able to dribble, doink, and wave dash around the field with players from other platforms but they have not been able to party up, trade, or guarantee that they will be on the same team.
The tweet was in response to Twitter user Floshke who tweeted asking when he would be able to play ranked with players on PS4. They responded with this:

The ability to party-up with friends across platforms has been teased and referenced by Psyonix in several interviews, though this is the first time we’re getting any mention of a release window. Soon friends will be able to play together whether they’re playing from the office on Switch, or at home on their gaming PC or console.
