Treyarch’s decision of removing quick scoping from the last CoD title – Black Ops didn’t really please fans of the series who had got into a habit of using it to their advantage during multi-player sessions. However, Infinity Ward doesn’t intend to follow on their footsteps and have hinted that the feature might make it to the final build of Modern Warfare 3. IW’s community manager Robert Bowling strongly hinted that quick-scoping might be retained for the title during a AMA (Ask Me Anything) session which he held over at Reddit.
“Currently, you can still quick scope in Modern Warfare 3. Keep in mind though, multiplayer is always changing at this stage (new perks, new balancing, new everything all the time based on feedback), however our philosophy on that hasn’t changed since MW2.”
This is good news if you’re fan of quick-scoping as it seems they intend on retaining it for Modern Warfare 3.
Modern Warfare 3 releases this November for PS3, Xbox 360 and PC.
I believe that Quick-Scoping is just a different way to play and you should be able to. It is very helpful when snipers are rushed by SMG's because they don't have enough time to fully aim in so with Quick-Scoping at least they still have a chance.

It's sad that the first time i see a flame on a news post, the post is about CoD Quick scoping.
I would hate if they put a MW2 like quick scoping in this game because it would ruin the feel of the multiplayer because once again, everybody would just use snipers and try to get cool kills.
