He's wearing what looks to be a spin on his classic red and green outfit from his debut game Mortal Kombat Mythologies: Sub-Zero. You can also make out his distinct tattoos and ashy white skin, even sharing the same pauldrons as his Kombat Pack look which is more in line with his appearance in MKX.
It's unclear why Quan Chi is knocked out in the background or what his significance will be in the story, given that he is part of a separate DLC. Kombat Pack characters typically don't have roles in the narrative outside of brief cameo appearances. Since MK1's villain looks to be Shang Tsung, he could be a minor secondary or even tertiary villain like in MK9, or we could simply be seeing him before his rise to absolute villainy. Fire God Liu Kang might've even stripped him of his power.

This discovery was made after The Thiny, a prominent Mortal Kombat modder, tweeted about their excitement regarding the new trailer which revealed Reptile, Havik, and Ashrah. Swixx replied with a photo of a character in the background lying against a wall, captioned, "Do you think they knocked out Quan Chi?" Thiny shared the tweet to which BetterKid129 replied with a photo from a different angle, giving us a better look, captioned "It's Quan Chi."
Interestingly, this could tie into Ashrah's reveal, as she once worked as an assassin for Quan Chi before turning on him. Perhaps she was in his employ prior to the scene we see and her betrayal is why he's lying slumped against a wall. Though if he's just a cameo that spends part of his time knocked out, he probably isn't all that strong yet. Sorry Quan Chi fans.
This doesn't mean that all the Kombat Pack characters will appear in the story. We probably won't get a Homelander or Omni-Man cameo, unless Fire God Liu Kang was watching too much Amazon Prime before rebooting the universe. We could see cameos from other Mortal Kombat staples though, if Quan Chi is setting a precedent. Maybe Ermac will have a brief appearance in the story somewhere--we'll have to wait and see. But Mortal Kombat 1 will be here next month, so it's not long now before we find out just what's happening in this new universe, and why it's all going tits up.
