While fans had been eagerly waiting for the return of Mega Rayquaza as part of the Shared Skies season, the event turned out to be buggy for Pokemon GO fans. To make it up to the community, Niantic announced a rerun of the event to ensure fans who missed a chance to get the Pokemon get another shot at the raid. Initially, fans were quite happy about the announcement as it completely removed the Elite Gym requirement from the Pokemon GO Mega Rayquaza raid. However, it seems like the event still has given some trouble to fans.
Over on the Pokemon GO and The Silph Road subreddits, several fans have expressed their disappointment over the Mega Rayquaza event. Some note that they had the required amount of Meteorites but were still unable to Mega Evolve because of not having the required amount of Mega Energy. While the former was mostly attributed to players not being around enough PokeStops, the latter was due to a change Niantic made as part of the Pokemon GO Mega Rayquaza Makeup event. In the new event, Niantic drastically reduced the amount of Mega Energy players got for winning battles.

During the initial Pokemon GO Mega Rayquaza Elite Raid, players got around 200 Mega Energy for winning a raid, but that number got drastically reduced to around 70 for the makeup event. This amount varies depending on how long players take to defeat Mega Rayquaza, but the drastic change has made it extremely difficult for players to Mega evolve their Pokemon. Some players stopped after doing a couple of raids thinking they already had enough, only to realize later on that they would not be able to Mega evolve their Pokemon. In fact, some players were expecting the initial Elite Raid itself to give around 400 Mega energy, so seeing that number drop down even further hasn't gone down well in the community.
What makes things even trickier is that players who are evolving Rayquaza for the first time have to rely solely on winning raids to get the required amount of energy. Once they have Mega Evolved Rayquaza even once in Pokemon GO, they can get 100 Mega energy for walking 20km with the Pokemon. While even that is not easy to complete, it still gives fans a way to gather some Mega energy. On the other hand, players who have never Mega-evolved Rayquaza will need to wait until the next event to get Mega Rayquaza in Pokemon GO.
