You're incorrect. Some of the commands have an inherent risk of corrupting a save file, even if they seem simple.

I've used console commands many thousands of times and dozens of times in a minute. Never had an issue because I know what I am doing. I know from all my other modding buddies on nexus that they also never had an issue since we all know what we are doing. Like accidentally selecting targets when you use tcl will make collision toggled for them but you can't really untoggle it unless the tcl is on the default target (you).

This doesn't affect the game much though, not that big of a deal.

You can access it. They just pretty much warn against it. Console Commands have always had the chance to mess games up, though. Most people only do God Mode, No-clip, Etc. Those won't ruin the game save.
