Win a Checkpoints race.
Found only in the Story mode. Finish in first place during a Checkpoint race. You will need to cross all the checkpoints, you can do them in any order. Use the mini-map arrow, it will point you to the nearest one.
The first opportunity to get this in the Story mode is the first event given by "The Jokers" car Club:
