Complete every Gang Hideout
Gang Hideouts will become available as you progress through the story and profile and hack citizens with information about them. You can't access these through the smartphone so you'll have to identify the icon listed above on the map and proceed to each of these points. There are 15 total. Each of these will offer 2 skill points as a reward.
The missions are all the same for gang hideout jobs. Find and Intimidate a target(s) by performing a non-lethal takedown. You can stealth your way through it to get to your target or you can fight to him but no matter what, you can't kill the target. You have to knock him down with(circle) .
If you can't get the final Hideout to appear on the map, keep working on other missions and collectibles and it should eventually appear on the map
