Check in at every Hotspot
There are 100 hotspots scattered throughout Chicago area. Identify and locate the check mark icon on the map, just travel to each of these locations and you will be prompted to press ^ to check-in. That's all you need to do at each of these locations.
An easy way to do this if you can't find them on the map is open up your phone and go to the City Hotspots app and and you can tab over to Not Visited with r1 and it will list all the nearest hotspots, sorted by distance. You can then select one and even set a waypoint to the location. It'll only show you ones within a certain range, just fast travel to each of the hideouts and check the app to find any that you can't locate.
If you're missing one, you might be missing the library in Parker Square which has the Made Men Criminal Convoy icon that obscures the check mark or possibly the lighthouse to the East
