Hello fellow Tech Game members and visitors to this fine site!
This is my tutorial on creating a glitch effect in Photoshop complete with pictures(Open them in a new tab to view them properly)!! This works with any Photoshop that has the Rectangular Marquee Tool!
Now to begin, we need to get an image you want to add a glitch effect to. I am going to use one of my old banners that I have made that does not already have the effect on it!

Now that we have the image that you want to use, and you can use anything I just decided to use this manipulation banner I made for eRa Artists a while ago, we now should locate the Rectangular Marquee Tool!
It looks like a square with dashed edges, and can be found right here in your Photoshop
Now that we have selected the Rectangular Marquee Tool, the rest of this goes by quickly unless you are making a very intricate piece. Drag and drop where you want the glitch to be, and if you want this to go by quicker, you can hold ctrl on a pc and drag and drop multiple times in one go, like so... zooming in may help too!
Marquee Tool in use. Right click and use transform selection to adjust the angle of your Marquee Tool Rectangles.
Now we click Ctrl + J and duplicate the image with the Marquee tool selected! This duplicates only those areas of the image and allows us to edit them separately from the rest of the image. Please do note that for each rectangle there is NOT a new layer, it all becomes one large layer when you duplicate them this way.
Duplicated Layer
Now that we have duplicated our layer, we are now ready to complete the glitch effect! Using your arrow keys, move your duplicated layer left or right. This is essentially the glitch effect, and looks pretty clean when used correctly. Adjusting the opacity of the layer causes a controlled blur effect, but I do not recommend using it.

Great tutorial man, and the example you done looks sim asf, hope I can do it as good as your one lol, but I doubt it haha.
