This achievement is for achieving a romantic relationship and much like the Mass Effect you can only court one person before the others get jealous. The achievement will not unlock until you make a strong connection with your choice of partner and have sex later in the game.

Tips: Make sure you side with them and use the heart icon any time it is available with the particular character you are courting.

Tied to storyline progression as I received it after doing multiple side quests and up to the "Here Lies the Abyss" and "Wicked Eyes and Wicked Hearts" quests both completed.

May also need to do their Inner circle side mission as well as I had done Blackwalls mission when I played through.
