On the level OUTPOST reached the radio tower and broadcast the commander's message.
This achievement is obtained through the levels "Defense" and "Outpost."
In the Defense level, you will come across a dying soldier after a short fight against some Nosalis mutants. Approach the soldier and listen to his dialogue. After he finishes talking, make sure you grab the cassette tape in his hand or else you cannot get the achievement!
Now once you reach the Outpost level, you will have to do a little exploration in order to reach a broadcasting console on top of a large, ruined building. This is where you will use the cassette tape. Please utilize the video guide below in order to locate the broadcasting console.
