For this Intel you need to choose the mission "Judgement day" and choose any difficulty.

After Mason gets the transmission about Menendez compromising checkpoint 4, you come to a multi-tier dark room with four light blue pillars (invisible enemies come out from there). Check the lowest level of that unique room. The intel tablet is on a container by the lit shutter door.
